Upgrading my '95 993 cab.

I'm getting ready to rebuild my '95 '993.
Right now, we're planning to do a valve job, plus whatever else is needed.

While doing that I'm planning on doing as many performance improvements as I can.
Already planned are:
- your mid-weight flywheel
- one of your GIAC chips

I have two questions:
1. Is the chip foe my 993 smog legal in California ?
2. Are there other mods I should consider while doing this? Current budget 30k for engine clutch.

Steve, I'm curious as to what performance boost the new gearing provides... In 0-60 time or other measure?

There is really nothing you can do to the engine under $25K that makes the same improvement in acceleration. Nothing.
