Honestly, there are FAR too many variables at work here to even speculate (which I do not do) about power levels.
If you aren't hitting your targets on performance, its time to discuss this in detail with your engine builder.
FWIW, we use an engine dyno here which removes any variables & losses by measuring torque right at the flywheel. All chassis dynos yield different numbers among themselves and the results cannot be compared to BHP (brake HP).
