I'm moving forward on my build and am curious if you recommend any specific Wire EDM service in the Portland area so I can get those broken exhaust studs out. I suppose I'll have to remove the heads, eh?

You don't need to EDM those out; that's mainly for head stud removal. 
While I cannot say for certain without seeing them, these can usually be machined with some high-end tooling to get them out and then install Time-serts in the holes.
